Get a driving licence (learner's licence to permanent licence)
Driving licences are issued by state transport departments/RTOs through the Sarathi portal. First get a learner's licence (LL), then take a driving test for the permanent licence. Exact procedures and fees vary by state.
This service is run by state governments, so the portal and process depend on where you live. Find your state or ask below with your state name.
Steps
- 1
On the Sarathi portal, select your state and apply for a Learner's Licence; many states offer an online, Aadhaar-authenticated LL test from home
- 2
Pass the LL test on traffic rules and signs; download the LL
- 3
After the waiting period (at least 30 days from LL issue), and while the LL is valid (6 months), apply for a Driving Licence and book a driving test slot
- 4
Take the driving test at the RTO or an accredited driver training centre (where your state allows)
- 5
On passing, the DL is sent by post; a digital copy is available in DigiLocker/mParivahan
Documents
- Proof of age and address (Aadhaar preferred)
- Passport-size photo and signature
- Medical certificate (Form 1A) where required, e.g. for applicants above 40 or for transport vehicles
